Why is my Magento development site so slow?

The main reason why your Magento development site is running slow is because caching is disabled.  Magento clearly states in their WIKI, “During developing, i.e. changing files or database directly, disable all cache to avoid undefined behaviour.”

Imagine you write some code, and then want to see how it runs.  But caching is on, so you can’t see how it looks for an undefined period of time.  So you check back every half hour until you think the cache is refreshed.  Of course if you’ve made a change that isn’t visible on the front end, you have no way of telling if the cached version is running or the new version is running….

As you can see, caching must be disabled during development.
